Each state has it’s own licensing procedures, some might accept your Minn. license, but most if not all, will want you to take their course for their state licensing procedures. You should be able to get comprehensive information from the school you plan to attend.

If someone is receiving state medical insurance, and they move out of state, what is the best course of action to make sure they stay insured or that the lapse is as short as possible? When you get situated in the State you are moving to, go to the nearest office of the agency that administers the benefits you need. They can accurately answer your questions. Your documents from the State you are leaving may be useful for this.

You won’t need a lawyer. I do know for Medicare that there will be no lapse in coverage as it is available nationwide and you can go to any doctor or any facility that is willing to accept you as a patient. You may want to call to see if you can get a list of doctors/facilities that accept Medicare in the new area and set up an appointment, if needed. With Medicaid, you need to call the State Medical Assistance Office of the state where you currently reside to let them know when and to where you will be moving. Next, you would need to call the State Medical Assistance Office of the new state and let them know that you will be moving there. Be sure to also call the Social Security Administration to inform them of your new address.
Good luck!
Edit: If you are on a Prescription Drug Plan with Medicare or a Medicare Advantage plan you will have 2 months from the time you move in order to change to another plan in your new area. This is known as an Special Enrollment Period or an SEP.
